It's too many different variables to answer that but the main things would be in what car, what rear end differential gear ratio, what transmission gear ratio of each gear is and which gear would you be in.
EDIT: Well to take the technical stuff out..... Slower than just slightly than a Cup car since ARCA engines have less power than a Nationwide car (which have 200 less HP than Cup), that's a recent engine so if it's an older ARCA engine then even less. You can take a 2010 Camaro SS or 2011 Mustang GT and do 3 or 4 light bolt on mods and have roughly close to the HP and TQ of an ARCA engine.

No thank you to tell with the innovations you have given. Are we speaking approximately 2 liter 4 cylinder 650 HP engine or a 9 liter V12? what variety of gearing does it have? A 2.seventy 3 axle ratio or a 5.31 axle ratio? What with regard to the transmission kit ratios? what's the size of the tires?

No way to tell. For a car setup for a short track like Bristol, 8000 RPM in 4th gear could be 120 MPH. While at super-speedway like Talladega 8000 RPM in 4th gear could be good for 190 MPH. You'll have to be much more specific to get a correct answer.
